Pain when pulling penis, do I have an STD?

About a week ago, I felt a slight burning sensation when I either ejaculated or urinated, this quickly went away and I now only have issues with a slight semen-like discharge coming out whenever I push up, but this is usually painful, as are most of my erections, whenever I pull, I get a pain near the base of my penis and also, whenever I urinate it takes a few extra pushes to get it all out. It feels like a muscle strain and because masturbation is nearly impossible, this has decreased my sex drive. I am a 26 year old male and last have been sexually active about 40-40 days ago. Is this a tract infection, or an STD? I'
