It could be cysts, or infected hair follicles, or herpes. You really should go to a doc asap and get checked.
If it is herpes, then you can take meds and help this heal. Not every person will get the same kind of symptoms, and not everyone gets blisters.
If you do have it, and choose to stay with your fiance, then you all don't have to worry about transmission.

AJ is right... This could be a good thing. You could both have Herpes and you have very minor outbreaks. Nothing to worry about.
Make sure to go quickly. Cultures can be taken of the bumps, but only early on. Also, you should get a HerpesSelect blood test. 25% of American women have herpes. Are you absolutely sure that you don't have it?
I am on the opposite end of a situation like yours. I have genital HSV-1 and am trying to be careful not to spread it to my boyfriend. I would like to know how you feel about the situation since you're on the other end of it. It might help me get an idea of how he feels about the situation and maybe that would help us break a barrier that's been bothering me. Please give me some insight. I would greatly appreciate it!

I once suspected i had been infected with genital herpes, red inflammed skin with small red bumps. I was told by the doctor straight away its very unlikely to be herpes as it wasnt painfull and i developed no blisters. As youve had this for weeks without it advancing or retreating, i would says its most-likely not herpes. Herpes tends to flare up then clear up, i THINK within a shorter time frame than your problem. Of course still get it checked out to be sure!
