help pleae

i am a 17 year old male and i recieved unprotected oral sex and protected sex a day later my penis head around the rim seemed kind of swollen and irritated and under neath the head there was like 4 really really small like bumps and my urethera at the tip hurt i only told my doctor about the pain not the irritation and swellinng he took my urine to get tested for chlamydia and gonorhea it was negative what else could it possibly be? please help

You risk from oral is very  low and no STD's symptoms appear the next day. That said your testing was also too early to be conclusive.  You can test for Clamydia and gonnoreah at a week after exposure for conclusive results.  
Syphilis test is conclusive at 6 weeks.

No Hiv risk at all here,Very very low risk for herpes, syphils and HPV
Herpes would typically appears 2- 5 days after exposure and rarely upto 3 weeks. If you see no sores you can be pretty confident you were not infected given the very low initiial risk.

thank you i went back to get the bumps and irritation looked at he said the bumps were just my glands coming up and that my penis could be irritated from sexual intercourse etc. he said no sign of herpes. he told me to use a cortosone cream or something on the irratated area
