So first, there is no risk from handjobs, even with fluids present. I'll include some links at the end that explain why.
Rubbing can be a risk if it is heavy grinding or rubbing, like the kind you have when you have intercourse. If it's just light or brief, it's really not likely to transmit anything.
The possibility for herpes, syphilis and HPV are really low because it was all protected. Also, none of those would cause UTI-like symptoms 48 hours later. Syphilis and HPV would never cause that, and herpes only would if you had internal sores. You wouldn't get symptoms of syphilis for at least 10 days, and HPV for at least a month. Condoms offer significant protection against all of those.
How's your water intake? You might just be dehydrated. If you've had a lot of alcohol or caffeine, that can irritate the bladder, causing symptoms similar to a UTI. Increase your water, decrease the others, and see how you feel.
How long has your regular partner had HPV? Does she currently have symptoms? Most people clear the virus within 2 years, so if she hasn't had symptoms or an abnormal pap smear within 2 years, she's probably cleared the virus.
If your partner is pregnant, and you go outside the relationship again, it is VITAL that you use condoms. An STI now can really affect the pregnancy.
