Penis Irritation Help!

Im a 27 year old male, suffering from something that I cant identify :/
Approx 7 month I caught a case of gonorrhea.. went to the doc, got antibiotic shot and script, treated, went away, all good. About a month later I noticed some minor irritation on my penis head. Painful urination, slight testicle ache, red patches around urethra. I went to my PCP, they diagnosed it as bacterial/yeast/fungal issue caused by the gonnorhea. Prescribed two creams (1 hydrocortizone, 1 lotrimin) i applied as prescribed, issues seemed to subside briefly but never fully went away. Went back and was prescribed an antifungal medication (I think it was turbanifine or something) completed script, still nothing. Went to dermatologist who examined me and said i was just having minor dermatiitis issues, prescribed me elidel cream.

3 appts, 3 prescriptions, and about $1000 later, Im still having this issue.
It seems to flare up at times, sometimes the tip of my penis is red like a marashino cherry, and I just want to get back to normal because its been a while since my penis was normal :/

Is it a yeast infection? Fungal? something more serious?
Important to note, I was just fully tested for every std and everything came back neg. (wasnt tested for herpes 1/2 tho)

what should I do?
