Please do not get offended by this comment. You could have Herpes I or II complex. Often the red bumps appear most clustered around the head of the penis and do not itch/hurt. The biggest problem is there is no blood test for Herpes one can only be treated if they have an outbreak. So the virus is easily passed around unknowingly. If I were you next time I breakout in this rash I'd go to your local health provider or gynecologist. It can easily be treated with proper care. I also could be wrong.
