Some wounds on my foreskin

I accidentally touched other people's fresh blood in my hand, and then I masturbated with this hand, and there were some broken wounds on my foreskin. Is such behavior risky? For sexually transmitted diseases, infectious diseases and hepatitis.

There is no risk for gonorrhea, chlamydia, syphilis, HPV, mycoplasma, molluscum, herpes - these are not spread by blood.

There is no risk for HIV - HIV dies very quickly once outside the body. It would have died by the time you touched the blood and then touched yourself.

For the rest - tell me about this blood. How did you accidentally touch it? Where did you come across it? How long after touching it did you masturbate?

Some wet blood was on the toilet, and my hands touched it. Then I touched my penis with my hand and masturbate with my hand for a while.
I think this blood was left by the last person not long ago, and the blood was wet.
I think if this happened, the amount of blood involved is not enough to transmit anything.

I don't know why you have tears on your foreskin, but you should see your doctor about that.
Many recent masturbation has caused damage to the foreskin.

In my situation, my hand with some fresh blood rubbed my penis with wounded foreskin is still no risk for any STIs /STDs  and hepatitis?
WHY are you masturbating in a public bathroom with someone else's blood all over your hands? That is a really odd thing to do, and you should wash your hands if that happens again. But you didn't have a risk for any STDs or hepatitis from that.

I agree, and I think you need to stop masturbating so much. You are doing it to the point of wounds and in public places. That's a problem.

yichuan, if you ever get caught masturbating in a public place, you could get arrested for indecent exposure, or beat up by some burly guy who is threatened by that kind of thing. I assume you know this, but it doesn't sound like it stops you. If it were as simple as saying, "Thank you, I will stop it," you would have stopped the first time you noticed a consequence. If the habit is so strong (and doing it so much that you are tearing your foreskin, it sounds pretty much like you can't stop), you can use some help. You really don't want to end up under arrest.

Do you have access to mental-health counseling? A therapist or counselor could help you assess the causes of stress that drive you to act out in this way, and explain where compulsions come from and how to address them. If you can't bring yourself to admit to a counselor that the problem is excessive masturbation, all you would really have to do is say you do a particular thing compulsively that could give you serious problems, and you would like help figuring out what is driving the desire to do it, and suggestions about how to stop. What is underneath your behavior is what the counselor is there to help with, not the behavior by itself.

Good luck, I hope you are able to manage this before you have a more negative consequence than you have had already.

When you said "I think this blood was left by the last person not long ago," it sounded like you didn't know who that person was. (A restroom where people go who you don't know is still a public restroom even if you are in a stall with a closed door.) If you were in a private house and using the restroom, you probably know who lives there and can assess the risk of getting an STD, making it seem even more like you didn't know the person whose blood it was. Anyway, masturbating in a private place is not indecent exposure,  but masturbating in a public restroom (even if in a closed stall) could be cause for a claim of indecent exposure, if someone sees you. Glad you will reduce the amount of times you do this in any case, since it seems to be harming your foreskin.
