Condoms offer significant, but not full protection, for infections that are transmitted by direct skin-to-skin contact, like herpes, HPV, and syphilis. They can be transmitted in areas that the condom doesn't cover.
However, most transmissions occur to men on the shaft of the penis, which is covered by the condom, as that skin is the thinnest.
