looking for any help before going to doc

Hey i am a male that lives in Miami a warm and humid place, i am 24 years old and shower everyday and sometimes twice a day. About a year ago i started shaving and i received these small little bumps that appear to look like pimples with no white heads on them. The red pimple looking things went away after a while but i did have them for about 4 months before they did. I did see a doctor for them he gave me a cream although i don't believe that helped much, i was just so happy they went away and stopped shaving. I currently am not working and do not have health insurance so i am looking for any help before i head into see a doctor to ease my mind more then anything. Now i look at the head of my penis at at times it itches and gets red after i try to scratch it. I also get this almost odorless white substance that appears to look like precum after long hours. I wash the white substance off then after i wake up its under my foreskin again. I don't appear to have any wet spots in my underwear but then again i sleep with basketball shorts that are clean and no underwear. About a little over a month ago i had a very bad itch on my scrotum. I then noticed that i have a red rash looking thing on both sides and on part of the back of my penis. The rash has not spread but wont go away. At first it looked like the red rash was from my scratching. The head of my penis's foreskin looks a little wrinkling as well. I have been looking at images of anything that this could be, i don't know whether or not i should see a doctor or perhaps a STD clinic. Any ideas on what could cause any of these symptoms. I am going to go to a doctor but would like to know a little more on anything that it could be, once again i have Google my symptoms and no std seems to cause or looks like what i have. Hello  again,

For the slight dischrage and that you had unprotected sex -- (white and "looks like precum after long hours") does concern for STD.   Get Tested for Gonorrea and chlamydia just to rule them out.  

the red rash and wrinkling don't sound STD realted; .see a dermatologist for that.

o yes im sorry. i had unprotected sex about more then a year ago then like 5 months after i had the red little pimples that stayed around my pubic area for about 4 months then they went away then i had protected sex and no intercourse and then the red rash and wrinkling on my penis occured.

For it being an STD fourm,  It usally helps us if you had an exposure, did you? (unprotected/protected  -- vaginal/anal/oral).  When?
