my boyfriend's penis

So every once and a while my boyfriend has this white "dry skin" under the head of his circumsized penis. It looks kinda like dried ***. It doesn't smell or even feel like much. So my question is this... We haven't had sex much lately  :( i can't get him to. Is he masturbating too much, creating the dry skin....or is he cheating on me again and it is leftovers.... or could it be an std or dermatological problem??? I don't want to assume too much, but he won't get it looked at and I am slightly worried about it being something I can get seeing as we are having unprotected sex in a "monogamous" relationship.

He would have to see a Dr, this is not STD related.
