Std Symptoms, confused?

For the past 5-7 weeks I've been having irritation, and occasional itching down on the skin of my scrotum, and underside of the penis shaft. I have a rash on the underside of the shaft as well as most of the scrotum, there are also some bumps, which are under the skin, only visible in an erection or when the skin is stretched (My doctor never thought much of them, so I'm going to assume they're normal).

Only reason STD comes to mind about this is because of minimal sexual contact with another childhood friend several years ago. I was maybe, eight?

I went to the doctor three times about this, Each time they told me it was not an std. They did a urine test, and found nothing wrong.

The first time the doctor thought it was irritation, prescribed Hydrocortisone 2.5%, second time it was Yeast Infection, Prescribed a cream to treat it. After these two times, it still didn't clear, so I went again, which he once again prescribed Hydrocortisone. The cream has cleared the rash, for a day or so, but It quickly returns.
I'm having some trouble with irritation on the skin of my scrotum noticable before I urinate, and then quickly clears up afterwards. When I wake up, my mouth is dry, and a small amount of skin is peeling off the shaft. (not sure if this is something important, but what the heck)

if anyone could be so kind as to giving out suggestions as to what this might be, i'd greatly appreciate it. :)

Well apparently eight year olds do have sex, he just said he had sexual contact when he was eight. Really doubt it's an STD, shower more and change the soap you use, you might have some sort of reaction to the soap you're using. Maybe there's something new you're doing, skin reaction to the type of underwear you're wearing, maybe if you're trying some new kind of briefs or something. Try wearing boxers if you don't already.

Only thing I can say is, practice more hygiene than you already do.

If that's the only sexual contact you've had, this isn't an std.

You need to keep using the cream for about 2 weeks past the time when the symptoms disappear.

This is not an STD. 8 year olds do not have STD's, because they don't have sex.
Keep following up with your Dr.
