Well like I said, it IS a surgery and it does carry risks. Personally I'd be very wary of having any sort of surgery on my man parts and you're right, the potential downside of it is pretty worse than just living with an average sized penis.
And keep in mind that the risks of the surgery you mentioned are deformity and potential loss through infection of what he has.
There is surgery you can have to increase the length and surgery for the width as well. But be aware the best you can hope for in these is another inch around and in length. While it's a fairly simple surgery... it IS surgery and does carry its risks. It's also an elective procedure which means health insurance probably won't cover it and it is costly.
As Sam said though you're pretty much at an average sized so I wouldn't worry too much and the size of your penis doesn't impact your ability to father children.
