Delayed Puberty

Im 17 (turning 18 this year) and I still look like a kid. I started puberty around 15 (that's around the time my testicles dropped). I've developed really slow compared to my friends. I have no Facial Hair, no leg hair, a little underarm hair, not that much Pubic Hair. The only thing that has grown are my testicles they are about 1.5 inches in diameter and my penis is now 2.5 inches soft and 5.5 inches erect. The only thing I'm concerned about my penis is that its only 1.5 inches around (not thick) I've seen my friends and they are thick (I'd say about 3 or 4inches). I'm very concerned that It will never grow, because its been 3 years. Im 5' 11" will i grow more because I have only had one growth spurt? My friends had 2 once in middle school and again end of Sophomore year. The only thing I've felt in my penis area is the fact that it feels heavier than it did 3 years ago. please answer my question. thanks.

Thank you for your help, i know everyone grows at different rates, but should i have developed by now or do some men keep developing well into their 20s?

People go through puberty at different rates, and some people will just always have that "baby face". There's nothing wrong with that and you'll probably like it when you are older, but I know you don't right now. You can still grow more later and have a while before you really fill out, with your weight. This is not something to worry about, as you just need to give your body time to mature and grow. You'll get there, just try to be patient.
