I should have also stated that she is not on any thyroid meds.  She has stated on D3 (her result was 27) and iron in April.

Has your daughter been diagnosed with a thyroid disorder or is she on any type of replacement thyroid hormone medication?   Her FT4 is too low and the last FT3 could definitely be higher, even though it's in range.  Her thyroid antibodies indicate that she doesn't have Hashimoto's but that's not always a definite indicator since Hashimoto's can be present without antibodies.  A thyroid ultrasound would be a good test to get - an ultrasound would determine thyroid attributes that could determine Hashimoto's and it would also indicate whether or not there are nodules and/or a goiter (swollen thyroid).

What was her iron level in April?  Iron is necessary for the metabolism of thyroid hormones.  I hope she's taking vitamin C with the iron to avoid constipation.  How much vitamin D is she taking each day?  Was her vitamin B12 tested?  B12 is als0 necessary for proper absorption/metabolism of thyroid hormones.

I'm not sure if you're aware, but this site is closing down.  I think tonight, it will be going to read only until the end of June, but hopefully, the information I've given you will be helpful.  If we had a chance, we could continue to answer your questions as we get more information.  I'll keep checking and answer questions as long as I can.
