Stiff neck, can't stretch

I'm a 22 year old female. I get neck strain very easily and I have constant discomfort in the left side of my neck every day.

If I attempt basic neck stretching exercises, it doesn't feel right and when I stop it feels stiffer and I get a cold sensation that runs from my neck down my arm.

I suspect this same issue is also connected to a muscle in my chest that often gets stuck. When that happens, I feel an immediate moderate pain that makes me unable to take a full breath. However, I've figured out that in order to make it stop I need to just take the pain and inhale deeply until I hear a crackling sound, then it goes away.

What should I do? Any help would be very, very appreciated.
