Antibiotic resistance?

Hello, I have a question about prostatitis and antibiotic resistance.

I am a 20 years old male.

10 days ago I went to the doctor because I presented symptoms of UTI (some burning, very frequent urination). The doctor thought it was just UTI so he gave me antibiotics and told me to do a urine analysis.

Apparently they found no cells in my urine the first time, but the doctor thought it was because of my frequent urination that maybe the bacteria were not present in enough quantity. So he told me to do a second analysis of urine, this time with the urine of the morning, because he believed it would have a bigger quantity of bacteria or cells. Again, they found nothing.

Today, after ten days of treatment with ofloxacine, I went again because, although until yesterday morning the symptoms had almost disappeared, in the afternoon they started to come back, and by now they are exactly the way they were before I went to the doctor. So he made a rectal examination on me and told me that my prostate did feel slightly different than normal, he said normally you would feel the two lobes (im sorry that im not a doctor so maybe my info is a bit vague). He told me to take more ofloxacine for another 10 days.

My question is: Does the fact that I was feeling better and then suddendly felt bad again mean that the bacteria have become resistant to the antibiotics? And is it possible that this is something other than UTI or prostatitis?

I just took a bath and when I went to urinate, I experienced the worse stinging I have had so far and now its stinging spontaneously. I am so worried please, is my doctor perhaps failing?

Additional info: I have no back pain, the doctor says I have no fever. I also had my blood tested and they found apparently nothing strange.

If this is of any relevance, my pain seems to come specially when I use the (excuse my ignorance, I dont know the names of these muscles, or if they are indeed muscles..) the muscle/s that I use to "finish" urination, that seem to be in the penis as opposed to the detrusor which I understand is located at bladder level. When I use this muscle I experience some pain.

And also yesterday I felt the tip of my glans to be very sensitive, specially when I had an erection.
