How do I care for my 9month old's uncircumcised penis better?

He has a white bump, almost pimple like, at the tip of penis where the foreskin meets the head underneath. It looks like a clogged pore with white buildup, but I'm not sure how to care for it properly. He's my first boy and I don't know what I'm doing half the time. I don't want to hurt him. It was a white bump with a small pimple head when I gave him a bath, but a few hours later during a diaper change I checked it and it looked like it was popping. I cleaned it up best I could, but it still looks like there's a buildup of white stuff under the skin and I don't want to cause anymore discomfort by trying to clean it out more and now the edge of his foreskin is all red and inflammed. It really does resemble a pimple but I'm totally unsure.
