Skin Bridge Treatment

I'm 23 years old, a current college student and military veteran.  I don't have any health insurance and was hoping I could get some advice on what the best treatment options may be.

I have two "skin bridges" on my penis, one is approximately .5" in length and the other approximately 1" in length, with a .5" space between them.  They cause mild pain during erection and sex and I believe they are reducing my sensitivity as well.  I was circumcised as an infant.  The skin bridges don't bother me a lot, but I would like to have them resolved.

From what I understand, the basic treatment option is to see a Urologist, have them cut and sewn up.  My questions are:  How much (ballpark) is this likely to cost?  Are there any steps I can take to reduce the total cost?  Will the cutting of these skin bridges likely increase my penis sensitivity?

I'm not embarrassed to talk to a Urologist in person, however I am hoping to get some information here and avoid multiple (and expensive) consultations.
