speech problem-3 1/2 year old

my friend's 3 and1/2 year old daughter can hear and understand well.hearing test was conducted and it proved just that. however,she has not spoken yet.
any idea why is that?

My nephew was 2 and 1/2 and wouldn't talk.  He  would bite and fight at daycare becasue he couldn't express himself.  Finally my sister had a speech therapist who would come to the house and work with him.  He is now 3 and 1/2 and says 4-5 word sentences.  The therapist said that he had a problem using his tongue to form words so they would do exercises to move his tongue such as drinking from a straw and blowing bubbles.  He is no longer seeing the therapist, I guess they felt he had improved and didnt need to see him anymore.  His is still alittle hard to understand but I can tell that he is improving.  He also stopped biting and fighting at daycare.

My son was born a normal healthy boy.......so I thought.  He didnt babble much as a baby, and not very much as a toddler, so at 2 years old I took him to a speech therapist...........now he is 4 and a half and the speech therapist just noticed that at the back of his throat his uvula is doubled, and she felt the back the top of the roof of his mouth and told me he has Submoucus Cleft Palate.  We since have seen a nose ear and throat specialist and he says that my son doesnt need surgery, and should out grow his nasily sound by puberty.  We are still waiting to see another dr, a surgen, and hopefully he will tell me more.  People that know him understand some of his speech, and other's that dont know him, have a hard time understanding what he says.  My speech therapist say's that about 80% of his speech is dificult because he didnt talk till he was 3 years old, and the other 20% is because of his cleft palate.  I have no concern at all as to him having Austisim.  He is bright, plays well with others and can concentrate.   Also I have had his hearing tested too and it is very good.

Has anyone considered developmental apraxia of speech?  Just wondering ....
