Is my rash rosacea?

I have had a rash on my lower legs for several months (since September). It started out as a small patch on my left leg and slowly spread to both legs. Over time I have tried using hydrocortisone and lotrimin. In January at my annual physical, my doctor didn't feel the rash was too concerning and deemed it not fungal. She did give me some fungal oral medication to take just to see if it would help, it did not.

In February, I went to see a dermatologist. He didn't provide my answers, but looked at the rash and prescribed a steroid cream. I used the cream for four weeks and it seemed to help. But, after four weeks it still wasn't completely gone. I've left it untreated for about two weeks and the rash is coming back. It's pink in some areas and more muted in others. It's still only on my lower legs. It's been itching over the last two weeks. Today I also noticed some small pink pimples near it. There is one spot on my right leg that's more circular, like two half circles next to each other. I have been researching possibilities and wonder if it's rosacea since I'm fair skinned with red hair and some of the symptoms seem to line up.

I'm concerned about going back and spending more money and time with a doctor and on medication. I would appreciate any suggestions.
