Chihuahua Whining

So I have this little 4 year old Chihuahua/Pom mix, 2/3 Chi and 1/3 Pom I've had her since she was a puppy but lately shes been doing this whining thing. She just sits there and whines staring at me. Either on the Flore and she wont let me pick her up and put her on the couch with me. When I finally her her on the couch with me she just sites there whining at me. Shes got kibble in her bowl and water she get treats when ever she wants really. But it's not her treat cry it's like shes crying for no reason. It's driving me batty I've tried being nice and firm nothing seems to be working.

Hmm,  Well, this is a long shot, but..... Chihuahua's get cold VERY easily.
My Chihuahua will whine when he is cold. I also had another Chihuahua that would do the same thing. I keep blankets around the house, so my dog can burrow under them if he needs too. Sometimes he has a hard time fluffing the blanket enough so he can get under it, and will whine until I help him.
I also have a terrier mix that loves to sleep under blankets.  
Give a blanket a try....it may be just the thing that will make your dog happy.
If that doesn't work, then maybe your dog just wants some attention, maybe she wants to play...?  Or maybe she is in pain...?  She is obviously trying to tell you something.... I hope you figure it out soon.... Let me know how the blanket works.

Hahahaha that's the first thing I did when I saw that. She has a few toys she really likes so I made sure to collect all of them make sure none of them are missing. I'm honestly thinking that shes just trying to drive me crazy like she's getting some bizarre amusement out of watching me pull my hair out. lol
Nothing has changed recently I remodeled more then a year ago, and she seemed ok with all that change as long as shes got a warm fluffy place to chill out and a plastic bottle cap to play with shes a happy dog.
She's doing it right now, I think she just want to put me in a loony bin.

Does she only back away from you, when you are sitting on the couch...?  If so, have you looked under it, or removed the cushions and felt inside the couch for anything...?  Like Margot49 had mentioned, maybe something is under or in the couch...?
When she doesn't let you pick her up, have you tried to follow her, or have her follow you to different areas of the house...?
Ha!  I'm starting to run out of ideas..!  
Here are a few more hair-brain ideas for you to consider...
Is there something that you do to her when you are on the couch...for example a regular routine that she does not like...?
Have you added any new fragrances to the house...?
Have you rearranged your furniture...?
I know that last one sounds crazy, but my first Chihuahua did not like it when anything was out of place..!

My dogs are all I have so they see the Vet a lot at least once a year for a check up so yeah very healthy only problem she has is a little too much plaque. Kinda a pain in the *** to brush a chihuahuas teeth which I'm sure you understand having one yourself.
After I crack I try everything I take her out give her food, water, treats I try to play with her I even try brushing her or cutting her nails thinking maybe her nails are curling and straining her toes. She doesn't stop she just keeps whining.
I try and pick her up thinking she just doesn't wanna jump up on her own and she backs away. I live in a duplex in a city with very noisy neighbor's just off a main street a black away from a firehouse and 3 blocks away from a hospital so there are loud noises all day everyday sirens and what not. Tho shes still really scared of loud noises specially thunder but thunder is rare here like maybe 5 times a year so no time for her to get used to the sound.
I live in Canada so even in major city's there's a lot of parkland and trees so mice is a problem and when she hears them she dose go squirrely she's a natural born mouser. It could be that she's hearing mice. I haven't seen any signs of mice and it just snowed 2 days ago but it's something to look in to.
I cant think of anything else unless the sound is on a frequency to high or low for me to hear but then again it's not effecting my other dog.  If it's just mice it wouldn't mice never really bothered SnowFlake.

It's nice to read that she is the "picture of health"
After she has been whining for hours, and you finally "crack".... does she quit whining when you start paying attention to her...?
My chihuahua whines for many of the same reasons you mentioned...water, food, out...etc.
He does whine when he wants to sit in our lap, and he is not able to get there. For example...when I am at the computer desk, or sitting at a table, he is not able to jump into my lap.
Another reason he will whine, is if he hears noises that he is afraid of. For example gun shots, ( we live in the country, and have a lot of hunters ) thunder, or loud banging.
Are there any unusual noises happening around your house?

Oh of course she is, Much healthier to get them fixed unless you intend on breeding them all dogs should get fixed. It could be hormones I wouldn't put it past her.But yeah I'm doing the ignoring thing but Chihuahuas and persistent little buggers she will literately whine for hours. I hate to say it but I crack.

Is she spay?  Spay or not, she may be going through a hormone/false pregnancy issue.
Other then that, if it is behavioral, I would try completely ignoring this behavior.  No attention, co talking, no treats.  When she is quiet, reward for good behavior.
