My GSD's breathing is extremely rapid.

I have a almost 3 month old Shepherd puppy. I'm starting to grow concerned about his breathing. I've counted several times and his average breaths per min is 90-94. We have AC but he seems to be a hot all the time and Drinks constantly. I don't want to be an over dramatic puppy owner but it's really becoming a concern, and I can't tell if he is breathing like this because he is hot or because he has trouble. At what point should I insist the vet take some kind of action?
