I did not see this post yesterday. With English Bulldogs you can not play guessing games as Canary posted. You need a new Vet.
A hernia for a bulldog has to be addressed imediately if that is her problem. Has she been spayed? The hernia would not cause vomitting and diarreaha however but it can be painful. It is common for bullies to throw up and have diarreaha at the same time though. The reasons can vary but you certainly have to watch what you feed them as they have very delicate stomaches.
They tolerate pain well so if she is panting excessively and it is not warm in the room and she hasn't been exerting herself then something is going on, but it just may be the upset stomach.
Is she drueling excessively? They will do this with stomach upset. Is she eating normally?
Please try and get back to me with answers to these questions and we will see if we can't get you some assistance. You should find yourself a Vet that is knowledgeable with English Bulldogs.

The vets I have would do far more than play guessing games.
Seems to me that people should get other opinions as should with one's own health issues...especially when little to nothing is being done.
I hope your 4 legged friend is hanging in there and that you've found a pro-active vet before any emergency situation that may come on.
