lump next to penis

My 3 1/2 yr old lab puppy has a hard lump on the left side of his penis almost even with the head. It literally appeared overnight. We had been battling fleas and he LOVES his belly rubbed so we always see that area. Last night during his daily belly rub and check for fleas, we noticed it immediately. He licks it but he licks all of that area. It doesn't seem to bother him at all and he doesn't react when we touch it. It looks as if it's ready to pop through the skin. It doesn't move around under the skin, it seems stationary. He has an appointment for his last set of shots in two weeks. If there is no change, would it be okay to wait until then? Would this also possibly be the bulbous gland?

Today it seems to be smaller and squisher.He will be having his last shots in a week and a half. I will definitely have it checked out. Sooner if it gets bigger or seems to bother him. Thank you.

I would get him checked out to be on the safe side; if it's something simple like a hernia, they can be most times be repaired when he is neutered. Neoplasia is not common in young does, but it can happen.

Yes they are. Up until about 3 weeks ago, only one had descended but then the second one came down and they stay in place.

Are both of his testicles descended and stay in the scrotum?

No, just on the left side. I made a mistake...he is 3 months old, not years. Can the lumps really appear that quickly?

If there is one on the other side, then it is possible that they are bulbourethral glands..other possibilities include a mass or hernia among others.
