Oh gosh, I have had plantar fasciitis (terrible! such pain) and to be honest, didn't know they did surgery for it! I had it for 8 months. I had tried insoles for it but you know, I took those out and that helped me recover. Those were making it worse for me. Anyway, I broke up the little lumps (how I think of it) in my fascia of my heal against things like the edge of a step or by rolling on a tennis ball, and stretched like a mad woman. Got better shoes. Mine went away but wow, 8 months of dealing with it. I was super close of going to a doctor about it which it sounds like you did and they offered you surgery.
So, if it were me, I'd see the doctor again. Now, I'm not one that always thinks surgery is best to have when you can recover it on your own for fear of being in a cycle of needing more surgeries or having further issues due to scar tissue from surgery, etc. But when you need it, you need it. I have to wonder if you were prone to plantar fasciitis if you could not get it again despite the surgery? I've read (and deep breath, because I'm in the same boat and have now had it two times) that you CAN be prone to it and will have bouts of it on and off throughout life.
Do you stretch? Does ibuprofen help?
