I would wash your cat with oatmeal, soap, and a Raw apple cider vinegar rinse. I would also take him or her to the vet. I put cortaid and also washed my cats face, but what really worked was Ganja-Juice MMJ, SHE REALLY LIKED IT. I put it on once and it cleared up. She had scabs and was bleeding. MMJ has antibacterial and Antifungal properties. My cats face is scab and blood free, and she knows I did the best for her, and she is Very Happy.

Sounds like mange.  There are a couple of types, so take the cat to the vet for treatment.
