rash on penis wont go away

My last sexual encounter was over 4 months ago and a herpes igg type specific blood test came back negative when i was tested about 2 weeks ago.

my question is is that I have had red spots and patches appearing on my penis for the past 2 months. it will start out as a red area about less than the size of a dime. it will get puffy and red and sometimes feel slightly irritated. when I treat it with cortisone it seems to help slightly stopping it from getting

as soon as it begins to heal a new spot pops up.

most recently I started using lotrimin anti fungal cream that seems to help heal it

about 3 days ago I noticed I noticed about 5 small bumps on red puffy skin on the shaft

they didn't hurt accept feel slightly irritated I was able to squeeze them off and they seemed to be wet

when I applied cortizone the redness and puffy-ness went away and all that was left was the red spots where the bumps had been.

cortizone and lotrimin seem to help slightly but after a couple days of use it seems to not get any worse but not get better for at least a week. than more different spots or patches appear

I have an appointment with the dermatologist on monday but since this has been on going for about 2 months now I am very scared as I don't know what this is or what it could be since a herpes test cam back negative and cortizone seems to help slightly Im inclined to think it isn't herpes

still I am fearing the worst and very nervouse looking for any help I can as soon as possible

does anyone have any clue what this could possibly be? could something like this be an allergy or caused by anxiety or stress? At the very least I would jsut like to have a clue what this could be

Put bacatracin on wait 2 min then put on halobetanol propriante (prescription) over bacatracin, do this twice a a day for 3 days. Redness will be gone, then use baby lotion on penis twice a day for 3 days to fix dry skin. Its eczema not some fungus or VD. You probably have this on your fingers or eyelids or somewhere else also.
