CDC and kissing

I know CDC has a conservative approach regarding HIV and maybe that's the reason why they recommend not to engage in deep kissing with an hiv positive person.

But even they being conservative i can imagine they wouldn't say that if deep kissing was completely zero risk, don't you think?

Why or when can it be risky?

But does it deactivate ALL virus present in blood or some can escape and remain infectious?

It's old and they've haven't updated their website in years. The same info has been on there since the 80's.
