Does herpes increase HIV risk as per below case¿

I had sex with a man, and he touched my vulva deeply with his penis without condom and almost reached to my vagina but i didnt let him, however he didnt get inside me. Is there any risk for HIV? I have Herpes also and usually its said that it carries bigger risks. But during that time i didn't have herpes outbreak.

Only penetrating vaginal or anal is a risk. No penetration = no risk, so it doesn't matter how many other factors (herpes in your case) exist because it is always zero due to the "only" roadblock in my first sentence.

Thanks, Two weeks after i started to feel flu like symptoms and urethra infection as well as dizziness, so it is related to another disease then!
Moreover, is it needed to do a HIV test for me or not!
The way you write, it's confusing. Was a penis inside your vagina without condom?
The penis was not inserted into my vagina, it was rubbing my vulva and i guess it could reach the beginning of my vagina while rubbing.
I'm sure you know the difference between penetrating your vagina, and not inserted. It is time to move on.
