Not to sure environmental objects

Afternoon people.

My situation as follows:

A needle looking thing clearly had a hole down the middle of it, not attached to anything apart from a rubber sack on the bottom. As we were all stupidly drunk we tried to take of the band- cap- sack not to sure what to call it as it was strongly attached.

My mate managed to open it and there was blood in this rubber sack etc and he poked his hand from what i can tell is  blood not to sure how long it had been in there for. . There was blood on the needle and then he hurt himself. i said it cannot survive out of the body however there was a bit of blood on it?  any thoughts on testing please or any other action required asap

forgot to mention he did bleed where on his hand i do not know : )

Have re read some posts here -

a needle prick from drug user lying around no risk
an infected needle through post no risk

i guess i'm just a little more caustious that this bottom part was wrapped with rubber around the needle- then we exposed the needle but there was blood there?

any advice is usefull at this stressful time much appreciated
