Semen touching glands gives hiv?

I’m a male,28 days ago I masturbated with another male. We don’t have anal sex or blow job. I was afraid that he would smear his semen on my glans while masturbating for me because he cum first. Now I’m sore throat and tongue pain. Sorry my English is not good.I'm suffering…

No worries. Don't be anxious. This is not a risk for HIV. Air and saliva inactivate the virus. Masturbation is outside the body, air is outside the body inactivating HIV. Any body fluid during this activity was exposed to air. Nothing, therefore, would transmit HIV. So, you had no risk. Symptoms are not going to be related because no risk means they can't be from hiv. The ONLY risks for HIV are to have unprotected vaginal or anal sex or to share IV needles to inject drugs.

There is NO reason to test for a disease you were never exposed to.  That would be a waste of time and a waste of a test.
