Got vaginal fluid on pennis head through genetical-hand-genetical. Am scared now. Gone through some earlier post by others. How much time is required for the HIV virus to de-activate outside its host? Pulling out partners fingers from vagina and touching the pennis with vaginal fluid, is that time enough to de-activate the HIV virus? Please answer.

NO...

when hiv is exposed to air...it becomes INACTIVE and rendered incapable of infecting

no risk what so ever hiv is transmitted through vaginal and anal sex

HIV is unable to reproduce outside its living host (unlike many bacteria or fungi, which may do so under suitable conditions), except under laboratory conditions, therefore, it does not spread or maintain infectiousness outside its host.
