If I was on my back and bottom up towards the sky (back off the floor) and the male I was with was spready my anus open, is there HIV risk if he ejaculated on my anus and some semen went into my anus?

Even if he had HIV, as soon as semen or blood hits the air the HIV virus becomes inactive as soon as it hits air.
