Just recently I read an article that a healthy person took a liver with hep b because there were no matching donors so it may be possible.

I was a regular blood donor till 5 years ago (roughly) that time they did not find hbv in my blood. But now it's better I so not donate? Or I can donate to another HBv person?
antivirals block hbv completely so both liver from hbv infected and non hbv infected are used now
The transplantation of organs and tissues from a HBsAg positive donors is a rapidly changing field. It is certainly possible to donate to another HBsAg positive recipients. As to HBsAg negative recipients, there are HBV transmission risks, but for some organs (non--liver) may be overcome by antiviral prophylaxis. It is a matter of risk, benefit, and informed consent.
No, even if recipient is vaccinated. Every donor recipient takes immune suppressing drugs at the beginning very high doses, so vaccination may not prevent him from hbv infection.
