Could this be herpes or am I irritated?

Yesterday last night i develop a small itchy bump near my vagina opening.  Could this be herpes? I had sex back in August and develop a bump with white tip in the same spot I have this bump at. I got tested (blood test) and I was a negative for herpes. I was told it was probably a tear since I develop the bump a day after having rough intercourse. So, I am concern because I did had sex 2 weeks ago with a condom and it was with a virgin. I used a new bar a soap by Calvin Klein yesterday at 8pm, and started to itch and a bump appear at 3am. I wonder if this is what's causing the bump be itchy or is this herpes and I need to get recheck?

This does not sound like a herpes lesion. They usually itch when healing not all the time. A herpes lesion starts as a bump that progresses into a fluid filled blister type sore. Then it breaks open and starts the healing prosses. Thats when they get itchy. If your bump doesn't progress like that by tomorrow then I would not think it to be hsv.
Hsv lesions are usually painful as well.

Men and women have bumps on the genitals for many reasons. Like you said from a small abrasion or tear. From sweat glands...etc
I do have a few time frame questions from your encounter in august.
1 how long after intercourse did the bump show up?
The reason I ask it it takes around 4-10 days for hsv to show up. So if it was the next day then it was not hsv.

2 was the sex protected and is this the first time you noticed the bump?

Hope this helps a little. I know how stressful this can be. Also note that all the a typical herpes symptoms people talk about on line are mostly b.s
Herpes presents itself in the same way in nearly all instances. That was told to me by one of the premiere hsv and std experts in the US.

I had sexual intercourse two weeks ago, a condom was used, and he was a virgin. The bump appear this morning at 3am.  
I would eliminate the idea of a virgin giving you hsv. Especially if he did not perform oral sex on you. Even a virgin can have oral hsv1 but the odds of you contracting this if no cold sore was present is slim. Almost zero.

You said you had a bump after a sexual encounter in August.  How soon did that bump develop after?
Again I ask just so I have the most accurate info but I still very much doubt hsv in this scenario.
the bump from August came a day or two later.
And lasted for two weeks. I got tested a week after the bump and I got tested negative for both hsv.
I really believe you can rule out hsv. Nothing you describe sounds like herpes and the time frames don't suggest herpes either.
