I don't believe they caught the dog. It's rare in rural areas for dogs to be vaccinated.

From the Centers for Disease Control and Prevention: He should wash any wounds immediately, with soap and water.
one dose of immune globulin and four doses of rabies vaccine over a 14-day period. Rabies immune globulin and the first dose of rabies vaccine should be given by your health care provider as soon as possible after exposure. Additional doses or rabies vaccine should be given on days 1 (day he got bitten or as soon as possible) 3, 7, and 14 after the first vaccination. Current vaccines are relatively painless and are given in your arm, like a flu or tetanus vaccine.
Be sure he gets to a doctor as soon as possible. Is there no way of tracking down the dog? You don't know who the dog was or where it lived? If not he will have to get the shots.
