thin skin on penis

A few months back, I woke up and went  to take a shower. In the water I felt a sharp pain at the base of my penis, on the top. I was bleeding lightly and it looked as if I was scratched or cut. I have no Idea how, but maybe I scratched myself when I was asleep.
Anyway.
The skin seemed to almost heal over, but ever since, it has been very thin delicate. The wound is now a mark about the size of a quarter and if the skin gets pulled or streched, evern gently, it splits open. Sometimes it looks normal in coloration, orther times it is slightly raised and reddish, then sometimes it's white and flaky. I've tried healing ointment, lubriderm, vitamin E and other oils and it just doesnt want to heal all the way.
I don't have health isurance and I cant afford to see a doctor. what do you think is the problem and how do you think I should get it taken care of? Is there a cream or anything that might help?
Please let me know what to do.
ps
I've posted this concern on other similar sites and no one ever addresses it so I would really sincerely appreciate any response.

I am monogomous (sp?) and was recently tested at an emergency  room for std's after a scare for blood in my urine, but the results show I'm clean.
Is it possible I was mis-diagnosed. I've been with my partner 4 years. and she's the second person I've slept with.
The first sexual relationship I had was all protected sex and this one, we have a lot of unprotected sex but I'm her first partner without a condom.
Don't know if that's too much info, but I want to be able to get funky again.
(with myself or not)
Thanks

Have you seen a doctor? You might have an infected hair follicle, maybe you scratched in your sleep, etc.

It's not likely to be an STI, since they don't bleed.

Could it be a fungal infection? I guess you could try Lotrimin and see whether that helps. I don't know. I think skin things are something that just need to be seen in person. If you can't afford a doctor, you could go to the health department, or a free clinic if there's one in your area.
