Why does my penis hurt before ejaculation?

I'm 17 years old and recently when I was having sex, my penis was stimulated and when I felt close to ejaculation, I suddenly felt a sharp pain in my penis. It was the same type of sensitivity which happens just after I ejaculate. This kind of situation happened to me many times when I was masturbating - after I waited a while or moved my hand very slowly, it came back to normal. That makes the proces of having sex or masturbation very long - just when I'm close to finishing, my penis starts to get super senstiive and hurts. It's not happening every time - usually only when I'm stimulated for a second time after an orgasm (so I last longer). I think this probably has something to do with Kegel's muscles - I don't think I'm controlling them when I'm stimulated, and I'm not sure whether I should tighten them up when I'm ready to ejaculate, or should I relax. What should I do? It's not comfortable when I have to stop my partner in the middle of stimulation and wait till my pnis gets less sensitive. Will exercising Kegel's muscles help?
