Have two scattered bumps on my suprapubic area, what are they???

So for some important info to begin, I have been lacking in the hygiene department when it comes to changing my razor head, and my apartment shower is not the cleanest place to be and has had a mold issue. I have shaved about 4 times in the past two weeks because of my girlfriend's preference of a shaved genital area.

Now, about 2 weeks ago, I noticed a fleshy looking bump about 1-2 cm away from the base of my penis (towards the beginning of my right thigh/groin crease. It had 2 genital hairs coming out of it, and was slightly raised. No itch, no pain. I thought it must be an ingrown hair and I let it go.

Fast forward to about 5 days ago, I noticed another on the opposite side, same position. Not as raised as the first, a little more red than fleshy colored, and has no hairs coming out of it.  

I immediately was concerned it could be HPV. I have been in a monogamous relationship with my girlfriend for about 2 years. We have unprotected sex, however she takes birth control and has a very clean sexual history and no history of STDs as per her gyno.  

They have not grown much, and the second one almost seems to fluctuate throughout the day from almost absent to present.  The last sex I've had with a girl other than my current girlfriend was about 2.5 years ago.  I am aware HPV can lay dormant for weeks to months, but is it possible this could be HPV surfacing 3ish years after initial contraction? Could it be from my shaving habits? I saw my school's health services and the nurse practitioner basically said it was HPV, but because of the fact that there is only 2 bumps, they are not growing or evolving, and they have no resemblance to a "cauliflower-like" wart, I had my doubts so I went to my doctor. He told me he didn't think it looked like HPV, and could be from my shaving habits, and to watch it and keep an eye out for more of them, or changes in the current ones.

I'm wondering if anyone has ever experienced this before, or if anyone has any differential diagnoses? They are not folliculitis as they are more than not fleshy colored and not inflamed. Help!!!
