Negative test 4 weeks after exposure, symptoms persist, STD or paranoia?

I had unprotected oral and vaginal sex with a 24 year old female about 6 weeks ago.   I noticed mild itching and irritation in my urithra 1 to 2 days after the encounter.  I have since been tested 4 weeks after exposure with a 10 panel test all results were nagative. One week later I was tested for uti and kidney/bladder infection.  This test was also negative. My symptoms are mild and have included irritation in my urithra and occasional instances of having to pee in the middle of the night.  I was prescribed an antibiotic levofloxacin and have finished the course about three days ago.  These symptoms still persist. Is this just paranoia or is it possible that I have received a false negative?  What could be the clause of this? Is it safe to resume sex with my partner? Should I be retested?

Hi the more common std symptoms are white puss discharge, and burning while urinating not what your describing. For testing they must be at the correct window period.
syphilis---6 weeks
herpes---3 months
HIV---28 days with the duo test.
Since you did not test at the correct window period it would not be safe to have sex with your partner.
