Reoccurring 'pimple' out breaks on head of penis - STD tests negative

For the past couple of years I have been occasionally getting outbreaks of tiny very red spots on the head of my penis, sometimes they can form tiny whiteheads but generally just small and red. I would say I never get more than 25 at a time but will usually get about 6-7 at a time. These spots aren't sore or itchy really, they are just very visually displeasing. I will normally get them after having unprotected sex, especially if I don't wash my genitals immediately afterwards. Although 9 times out of 10 I won't get this symptom after sex.

I have had many STD tests all of which came back negative, however in my last test I tested positive for chlamydia but have taken the correct medication. I have also mentioned it to multiple doctors who have visually examined the area. One said it could be the start of genital warts (although i doubt this diagnosis), another said it was balantis (I've used topical anti-fungal treatment before and it seems to work, although not sure if its just disappearing on it's own in time). Anyone have any ideas? could it be herpes? is it reoccurring balantis? it's a very frustrating condition! Thanks
