It could be, maybe something like HPV or molluscum. It could also be a fungal infection, even if it's not itchy. If you have a foreskin, it could be balanitis. The only way to know for sure is to get it checked by a doctor. Don't try to treat it yourself - if it's bacterial, and you try an anti-fungal, or vice versa, you could make it a lot worse.
