Red Rash On Penis With A White Ring Around The Outside

HI, I was wondering if you could help me?  About four weeks ago the shaft of my penis became quite itchy and after scratching it on and off for a few days I noticed a red rash starting to appear.  Now my penis has stopped itching but the rash looks like it's spreading (still only on the shaft of my penis, was approx 2cm in length and now approx 3cm length) and I've noticed today that it is starting to go white around the outside.  I'm just wondering if you had any ideas of what this could be?  I'm relectunt to go to my local doctors as it's quite embarrising and after doing some google image searches havent really found anything that looks like it.  I can submit a picture if this would help?  Looking forward to you reply, many thanks.

Fairly alarming damn I'm having the exact same symptoms identical, also when my eyes water they get really itchy without even adding irritation by rubbing or even touching. As soon as they water they begin to burn then itch

Forgot to add.  I had red rashes under both of my armpits that started at about the same time as the itching on the shaft of my penis.  One of these has gone but the other one is still very itchy.  I didn't know if this could be connected?
