I have bought fleshlight but I think it was used by other customer so can use this after washing with soap and dettol and put penis without condom is there any risk of STI nd HIV ? Shipped 7days back

There is no risk here. Even if someone had used it before you, anything in it would have died before it got to you.
If you cleaned it, it would kill anything.
Soap and water is fine. They do make special cleaner for those. They are made of really delicate stuff, and industrial cleaners can break them down. It won't change your risk, but will make your toy last longer.
