I feel hypo at 3.0 and feel hyper at 2.0 lol....so I usually go for around 2.3
Thats what I feel best at.
Although ...just got labs back and it says TSH is 4.3 !
Feel ok and good but tired and put it down to going back to fulltime work.
So as per usual....bump up the thyroxin a little (tiny weeny bit for me) and take it from there.
Write down yr levels and you will then soon see a 'pattern' and be able to see what you are best at.
Good luck.
I noticed today that our levels for TSH are: 0.50 - 4.00 (Aussie ones)
My Doc thinks anything heading towards 3.0 is hypo which is good I have a Doc like that :)

If you feel lousy at  3.45 then you are hypo....everybody has their own limits with these magic numbers doctors quote.
I felt lousy at 2.75 but got told I was normal...took me 15 years of fighting the docs who finally I got to listen to me..but was too late...had to have thyroid out!
Many doctors don't really understand those numbers in the first place..so keep telling them you want to try some meds,or go elsewhere, if you can. It's your body, not the doctors.

I thought the new guidlines were changed to .3-3.0. My lab still uses .5-5.60.
I am lucky though my doctor agrees to keep my TSH level at 1.0.

What symtoms are you having?
