Now that you've posted the reference range, I can see that's total T4, not FREE T4. Her T4 was quite high back then. I can see why her doctor wanted to decrease her meds.

I think it would be a very good idea to request more blood work to she where here levels are now that she's stopped meds.

Has she had any follow up blood work since stopping meds? Her FREE T3, FREE T4 and TSH should be tested about four weeks after discontinuing.
Lack of energy and depression are both hypo symptoms. TSH is a pituitary hormone and should never be used alone to manage meds.
Ask her doctor to follow up with the three tests I indicated. If he won't, definitely get a second opinion.
Do you have the reference range on her T4 of 11.2, and does it indicate that it's FREE T4 (FT4)?

Well she was taking .75 BUT he slowly within 2 yrs moved her to a .25 and yes that was her levels while taking...T3 uptake 28 &T4 is 11.2...BUT she has no energy and seems more depressed..
How much levo had she been taking? Was her TSH 0.270 while still on meds or after discontinuing? If the latter, how long after discontinuing? Was anything else tested? FREE T3 or FREE T4?
How does she feel after stopping meds?
