Help Please! Urethra Sticking together peeling apart!

I have had a prostate infection 10 years ago and most recently a UTI that was treated and cured (test of cure 4 weeks after treatment)

My problem is for the past year my urethera under the glans sticks together causing all types of symptoms but most painful is urinating as the stream begins and spreads the stick urethra apart.

I've been to urologist many of them and they all say it's normal to have sex more etc that is normal secretions even though it is causing me great pain.

At this point, I'm very swollen my urethera in the area that sticks together is very sore burning etc. It's just getting worse.

I tested negative for all STDs and had multiple urine and semen cultures that were negative.

When and if I do see discharge it looks like pre cum

I have no idea where to go or what to do.
Self examination of the meatus urethera shows my meatus hardly opens wide anymore only like a slit

This is daily torture
