Do you think it could have anything to do hair follicles? Folliculitis happens when these get inflamed. Quite common. Friction can cause an issue there as well such as you describe. But the best thing to do is to see a doctor to be sure that something like these things is going on.
Have you ever had any kind of sexual activity? If you have, you could be at risk for herpes, but the inner thigh isn't the most common place for it.
Your pic has been removed, so I can't see what you describe, but no one should be diagnosing herpes online. That requires testing to make sure it's an accurate diagnosis. Even an in-person visual diagnosis by a doctor can be wrong.

Did you ever go to the doctor? Do you shave near your pubic area? Sometimes that can cause bumps due to a hair follicle. If you aren’t sexually actively, it’s probably not Herpes, even if you are sexually active, that doesn’t mean you have been exposed to herpes. You will need to go to doctor if the bumps haven’t gone away. It’s probably not anything serious to go to doctor but if you feel you need to, then go make a doctors visit.
