small bubble like bumps on labia minora, why?

Recently I noticed slight uncomfortable feeling after I bought new panties, but they were slightly small on me so I pulled them up really tight by habit which kind of squished my labia minora together. I am not sexually active, it does not hurt when I go to the bathroom nor when I walk, it does not hurt a little sore, but it is very bearable, not painful. Today I noticed that the left side of my labia minora has odd bubble like texture on them, when I touched it, it doesn't hurt, just felt soft, it's just slightly sore but I can still walk if I put on normal panties and not strings. Should I be concerned?  I am only 19 years olds and I have never been sexually active before. I don't know how I got them, was it because I irritated them? It's only been a few days so far.
