Hiv active while semen is wet?

Hello,
I recently came across this post.

Dr. Martin Raff answered:
Anyone know how long the hiv virus can live in semen?

It depends upon physical factors like how rapidly the semen dries, the temperature, where the semen is deposited, etc. This virus seldom survives long outside of the body unless it has a cell carrier. Semen can provide that as long as it remains wet.

Is this true? This goes contrary what everyone is saying regarding hiv outside the body which is that hiv dies very quickly. This doctor is saying that as long as the semen is wet, hiv is still infectious. Can someone please shed some light into this?

1. HIV is not alive. It is either active or inactive.
2. HIV is unable to reproduce outside its living host (unlike many bacteria or fungi, which may do so under suitable conditions), except under laboratory conditions; therefore, it does not spread or maintain infectiousness outside its host.
